In brief

VIVA Bolivia, a mobile operator and part of Balesia Group, wanted to base network investment decisions on the revenue each cell site generates. Like most operators, it could measure capacity site by site, but revenue lived in another system and cost to serve in a third. Across the industry, tying spend to return has meant consultant studies on sampled sites, refreshed once a year.
VIVA selected the Totogi Ontology to connect its commercial and network systems, on-premise and in Microsoft Azure, into one model of the business, without replacing any of them. VIVA can now rank all of its sites and cells by the revenue they generate across every line of business, with cost to serve visible per customer and per-site.

Impact

4-week project duration

100% of sites and cells ranked by the revenue they generate, across every line of business

Per-site cost to serve, also visible for every customer

Zero commercial or network systems replaced

Every vendor says they do AI. Totogi is the only one whose AI actually understands how our business works. For us, this was never just about the network. It tells us where we actually make money and why, and gives us the foundation to make decisions that grow our business.

Challenge

Traffic shows where demand is heaviest. It does not show where capital will return.

For decades, network investment has been driven primarily by traffic. VIVA could see how busy each site was. Seeing how much each site earned was far harder.

Answering how much a site earns means tracing a chain of data: which cells sit on a site, which subscribers used them, what those subscribers paid, and which costs belong to that site. Each link lives in a different system, and each system names the same thing differently. The network knows a subscriber as an IMSI, billing knows an account, and CRM knows a customer. The data existed, but it sat in systems that were never built to answer the question together.

Solution

VIVA selected the Totogi Ontology to connect its commercial and network systems, including vendor and homegrown applications running on-premise and in Microsoft Azure, into one governed model of the business.

Aligned with TM Forum’s Open Digital Architecture (ODA) and Shared Information/Data model (SID), the Totogi Ontology gives VIVA shared definitions of subscribers, sites, services, revenue, and cost. Revenue can be attributed to the sites subscribers actually use, and cost can be netted out site by site.

The Totogi Ontology sits above VIVA’s existing systems as an overlay, with no rip-and-replace. It refreshes from operational systems, so site-level economics becomes a computation VIVA can rerun whenever it needs the answer, rather than a manual study that is out of date by the time it is finished.

Business
impact

VIVA now sees the whole business, all sites, all the time. Every site and cell is ranked by the revenue it generates across every line of business, and with cost to serve visible per customer and per-site, VIVA can net costs out site by site. When VIVA evaluates a site upgrade, it can see which sites return the investment before the money is committed, and which are unlikely to return the capital.

That changes what a next-G decision can be. One network-wide bet made on traffic charts becomes thousands of site-by-site decisions, each with its own expected return. Because the model is reusable, network investment is the first decision the Totogi Ontology improves. The same model can also support future decisions beyond network investment, including how VIVA grows the digital services that run on top of its network.
